If I have Radagast (the comp) out, can I play Rady the follower? and if so could I transfer his to him? same goes for the gaffer...

No.

For purposes of uniqueness, you go only by the card title, not by subtitle, card type, or anything else. *Radagast, The Brown (companion) and *Radagast, Tender of Beasts (follower) are the same unique person -- they share the title "Radagast" -- so you can’t have both in play at once.

Not according to the unique rules in the comprehensive rules book (page 18)

"Many character, possession, artifact, and condition cards represent a thing that there is only one of. Such a card has a dot (•) before the card title and is unique. When a unique card is in play and currently active, you cannot play another card that has the same title."

So regardless of whether it has the same statistics or is the same card type, if it has the unique dot (•) in front of the card title, you can’t play another card with the same title.
