Decipher said loud and clear that Sam can only catch the One Ring from Frodo, not from any other RBs...
One can make this work by playing Sam, Bearer of Great Need as RB, Frodo, Frenzied Fighter and Gandalf, Leader of Men. Burn Frodo, play the cards (preferably a Hobbit companion), burn that companion to further set up the fellowship, burn Gandalf, play him back either with Pinnacle of Zirakzigil site or by Sent back...
