| my friend says that when i play him, if I can’t remove two thrests or burdons that I can’t play him? it makes since to me that I can just play him, regradless of whether I have 2 threats of burdons out. |

| Tom says exactly this To Play, Remove 2 threats or two burdens. Therefore if you can’t do this then I would assume you can’t play him because you have to meet the requirements in order to play. Now if he said you MAY remove2 threats or two burdens that would be different. |

yes, that is correct, you cannot play bombadil if you cant remove 2 burdens or 2 threats, just like you cannot play a rohan companion that says "to play spot a  companion" if you cannot spot a rohan companion. |

| Much like Nenya, Ring of Adamant. The cost is to heal two companions and place up to two cards on the top of the draw deck. Which really stinks if you can’t spot two wounded companions to heal. |
