The arrows don’t make them an archer. They have to be borne by an archer. Got any advice on how to make Elrond’s and Arwen’s bow not be so overpowering? Should I increase the twilight cost on both of them?
then say bearer ust be an Archer. yes or eliminate the second ability on arwen’s

Strength +1
Bearer must be a Orc. Bearer is an archer.
While you can spot 6 companions, the minion archery total is +1. |

People using 6 companions in Expanded are usually crazy. 
Punish them with:
Ulaire Enquea, Lieutenant of Morgul
Ulaire Cantea, Black Assassin
Anduin Banks
And many many more cards.
Cobra even has an article telling how to do this in Standard format. |
