I would say get rid of little gained, and put in more Men of numenor. For one thing, city wall plays in the skirmish phase, and it costs  . |

| I woul say one less sixth lever one more CoTS and you could consider faramir, DiO instead of GotWT anduril adds vitality so you could add it but that is your choice |

oh sorry  I have a tendency to use acronyms for card titles.
CoTs is The citadel of the Stars
DiO is defender of Osgiliath
GotWT is Guard of the White Tree

Faramir is good but I don’t put him in my deck cause his game text only could usefull once. I rather to use Guard of the White Tree.
I keep in mind what SoP said about Sixth Level and CoTS.
And Scroll of Isildur could help you against corruption deck, one of gondor weakness.

Seems solid. Maybe you could keep 37. This kind of deck cycles well...
Or cut one of your comp. mAybe Faramir...
Or change Faramir for Ingold, to always keep your forts on table.
Seems easy to play now. No big surprises, but still fun.
