Okay, I think I’ve found an infinite loop in FOTR and Expanded block...using Gnawing, Biting, Hacking, Burning and Isengard Builder.
Isengard Builder is stacked on GBHB. Use his ability to add  . Use GBHB’s gametext to stack him back on GBHB. Repeat.
And here’s D’s infinite loop ruling...
D’s Comprehensive Rulebook, v 4.0 wrote: If a loop contains one or more optional actions and one player controls them all, that player chooses a number. The loop is treated as repeating that number of times, or until another player intervenes with his own action, whichever comes first.
Is this really an infinite loop that lets you generate an infinite amount of regroup phase twilight? |

Gnawing, Biting, Hacking, Burning can only stack Orcs that were discarded from play.
Remember, "discard" means "discard from play" unless the card specifically says otherwise. |

| esp. w/ that orc that removes and discards to exhaust a companion... I thought that combo was broken. Thanks for pointing that out, bib! Although, you could still add enough to exhause every companion... |
