I was planning on having the other two cards in the set focus on this little idea, although as I start to make them (by the end of this post) I may reform...If so, I’ll go back and change the others.

4 Easterling Spearman Raider
Minion • Man
Strength: 7
Vitality: 2
Site Number: 4
Easterling.
Skirmish: Exert this minion and discard 2 Raider cards from hand (or a Raider possession from play) to make a Raider minion damage +1.

Ok, yeah. Theme stayed and in a future set I’ll probably continue it.

The first ability seems like it could be too powerful. I would add a small cost, such as removing 1.

Flying Wild works, but it doesn’t feel like a Raider card. Their events are generally more powerful (such as yours), but are always more expensive to boot.

I’d give it a cost of 2 at the very least; probably 3. There are plenty of ways for the Raider player to generate pool in the skirmish.

Time for some more cards. Let’s go with Gollum. Here are the Good Gollum cards.

1 Not That Way Gollum
Event • Response
If the fellowship moves to one of your sites, exert Smeagol to remove a burden.
SD C 29

0 Serve Master Well Gollum
Event • Skirmish
If Frodo is the Ring-bearer, add a burden to make Smeagol strength +4 (or +2 if you can spot Sam).
SD U 30

5 Sneak Gollum
Event • Fellowship
Toil 2.
Spot Smeagol to reveal a card at random from an opponent’s hand. Remove X burdens where X is the twilight cost of the card revealed.
SD R 31

This is just off the cuff, but I don’t like seeing too many Gollum cards that are just quotes from the movie. It’s a personal issue (and one I have trouble with whenever I make Gollum cards). Oh well. I guess that’s just a cultural element.

Anywho, Is this FP or SH? I could see uses for it either way. I like it, though.

Hmm. I think it’s too "simple" a strength pump for Smeagol.
Maybe:
If Frodo is your Ring-bearer, add a burden to make Smeagol strength +4 (or damage +1 if you spot Sam).

Honestly, this would never be used in its current form. 5 twilight and 3 exerts for possibly nothing?
Maybe try adding Toil 2 or something, then have it just spot Smeagol. I dunno. The payoff still isn’t good enough, in my opinion.

I think there is a card titled not this way. which is quite similar but otherwise a balanced card

0 Serve Master Well Gollum

Made changes on all of the cards in the ways you suggested, except for the damage +1 part for spotting Sam. I kept that the same.

I’ll have the Gollum shadow cards up later.

1 Carried Burden Gollum
Condition
To play, exert Gollum. Bearer must be an unbound companion. (Limit 1 per companion.)
While you can spot Gollum, bearer is strength -2.

Condition • Support Area
To play, spot 4 burdens.
Each time a burden is added, you may exert Gollum to add a threat.

Play Gollum from your draw deck or discard pile to add a burden.

pretty balanced I don’t think it should be a common though.
