I think it si fine could be overpowered with the previous card but,...
But while we’re on the idea of Gandalf cards skipping out of the mainstream times of play...

It seems okay. It’s twilight cost of makes up for not having to pay the aid cost of , and returning so much cloggs your hand, the ability is helpful, although not overpowered for the culture, they don’t have much wounding capability in the skirmish phase.
Note that I am, currently, very bad at making followers. Hopefully this one is all right. |

An idea:
Stalwart Determination
Condition
Bearer must be a Dwarf.
When bearer’s skirmish is resolved, if bearer’s strength is equal to the Shadow’s strength, bearer wins the skirmish.
I tried wording it as best I could. Can you think of anything better?

Before I get started today, I want to clarify why a lot of my Shadow cards end up being from "older" cultures.
Simply, I don’t feel that a lot of cards fit very well in either Orc, Men, or Uruk-hai themes. A culture like Sauron envelops his kingdom and all the influence he carries, while Moria deals strictly with Khazad-Dum. Those past cultures were limited, and those limitations gave each culture defined boundaries and infinite room to explore within.
Now that Orcs have their own place, those lines have fallen apart (in my eyes) to the point where it’s nearly impossible to fit a decent them. Sure, there are "Corrupt Orcs" and "Strength Orcs" but those are, well, boring.

On with cards:
As the Heathen Kings

Resistance -2
Bearer must be an unbound Man. Limit one per bearer.
For each artifact bearer bears, the Shadow may make a minion he or she is skirmishing is damage +1.
This card portrays how Men began to covet their possessions and palaces above their own people. Yup.
And here’s one to battle the site-replacement abuse.
Doors Brought Down
Condition • Support Area
Shadow: Discard a minion from play to add a token here.
While the fellowship is in region X and there are X tokens here, sites in this region may not be replaced.
I have an idea... it sounds complicated in my mind. Let’s see how it pans out:
•I Will Break Him
Condition • Support Area
Each time you play The Witch-king, add 2 tokens here.
While you can spot Gandalf, The Witch-king must be assigned to skirmish him.
The Witch-king is strength +1 for each token here, and each time he wins a skirmish, you may add a token here.
Basically... WK is gunning for Gandy. Like it?
One I just feel like making:
•Anduril, Reforged By the Standing
Artifact • Hand Weapon
Strength +2
Vitality +1
Resistance +1
Bearer must be Aragorn. Discard other weapons he bears. He cannot bear other weapons.
At any time, you may exert Aragorn to make another companion (except the Ring-bearer) resistance +1 for each card in the dead pile.
That’s an interesting one, no doubt about it. It represents the rallying ability Aragorn commanded after obtaining Anduril. Hope you like it.

I justify I Will Break Him’s power based on the fact that - currently - I don’t think there’s a way to pull WK from your deck or discard pile (meaning he’ll come out at most 4 times and generally less). Plus, most people use Gandalf as a splash, so (basically) forcing him to die isn’t so bad. |

Nice, although you seldom see a lot of artifacts in play with , except perhaps Sapling of the White Tree.

Too easy to stop site replacement. You can probably play at least 1 minion every Shadow phase, so you can get three tokens on there easy. Make it a regroup action.

The Watcher in the Water arrives in the Orc Culture!
I think the minion-type ’creature’ should have a loaded rule saying, "Creature minions cannot bear possessions." That would make sense, no?
Anyways, the new strategy for tentacles is fairly simple. First, you need to make the site a marsh (using Driven or Unnatural Damming). From there, you want to bring out as many creatures as possible, which would normally start with playing the Watcher or the Giant Tentacle if you need to get the Watcher out. You can also use Wild Tentacle or Foulest Approach.
Then, it’s a matter of swarming with tentacles and threats. Do Not Disturb the Water adds the threats, and Horde of Tentacles pumps your minions to unholy strengths. If you kill a companion, throw down Gaping Maw to wash, rinse, and repeat!
