the basic cards you need are for site control. You will want:

Freca Hungry Savage x4
Dunlending Elder x4
Ready to fall x2-3
and at least one copy of No retreat

that is pretty much the core. I can give you a copy of my 35 cards version then you can add 6 cards to make it 41 if you want me too.

Hides or at the very least Bound By Rage gives some good wound avoidance - pretty much a necessity in a Dunland deck. Saruman, Rabble-rouser stirs up some trouble, too. Saruman + Hillman Tribe pretty much guarantees a controlled site. Exert Saruman to pump up Hillman Tribe, spot Saruman to control a site from Tribe’s text.

I can’t believe I forgot Hides! but yeah that does work well and if you control lots of site Hillman Horde makes lots of trouble.

What would be the other best cards to take control of sites with the Dunland tribe?

Thanks!

Consider a Siege Troop. With no cultural enforcement they are amongst the best way to take control of sites.

Out of interest, why are you playing Dunland at 41 cards? I could be wrong but it seems to me that the best Dunland decks don’t have much card drawing and cycling. Without early Hides and Frecas you will lose the game against any archery deck. I would have thought that Dunland played best at 32-35 cards.

No Refuge is a must. And Dunlending Headman is my sole mechanism for site control. (Kinda pathetic, but oh well...I don’t have Freca)
