| How come the twilight cost is so low on sites since shadows came out? |

Because of regions. With the new sites, region 1 is sites 1-3, region 2 is sites 4-6, and region 3 is sites 7-9. When moving to a site, you add the twilight that is on the site, and then...
If that site is in region 1, add  .
If that site is in region 2, add  .
If that site is in region 3, add  . |
