Yes. 1 > 2x0 which falls into the formula for the overwhelm rules as written.
Comprehensive Rules 4.0 wrote: If the total strength of one side is at least double the total strength of the other side, all the characters on the losing side are overwhelmed and killed (regardless of how many wounds or how much vitality each has). |

Not exactly. The way the rule is worded is:
2X <= (Less than or equal to) Y
OR
Y >= (Greater than or equal to) 2X
Where X is the lower strength and Y is the higher strength.
So if Y = 1 and X = 0 you get
1 >= 2x0
which is true.
The issue with both having 0 strength is that it is really a tie which is why they put in the clarification:
Comprehensive Rules 4.0 wrote: A side with a total strength greater than zero will overwhelm a side whose total strength is zero. If the strength of both sides is zero, the Shadow side wins the skirmish (but does not overwhelm). This clarification modifies the rule to say mathematically:
Overwhelm = True when:
Y >= 2X
Where:
Y = the higher strength
X = the lower strength
X /= Y (X is not equal to Y) |

Yes, this works for all values, since you just do X + X, but it is simpler to say 2*X or 3*X. |
