At the start of the archery phase, spot Aragorn to exert each minion.
Skirmish Exert Legolas to make a companion (except an elf) strength +1 for each elf you can spot (limit +3).

A lot of things I noticed about the card:
1: He needs to be unique, unless you plan on having 4 copies of this guy running around.
2: He is missing resistance/signet.
3: His ability needs to be changed to something like "At the start of the archery phase, exert a minion for each Elf you spot." (this would be overpowered though).
4: His subtitle does not link to his game-text.
Those are just some things that stand out.
