While you can spot 2 goblins, you may play goblins stacked on a site as if from hand.
Maneuver: Wound a goblin twice to take control of an underground site. Discard this condition.
18 S 105
Yes! This fits perfectly with the site stacking stuff you had the other day, yet you’ve gotta have a couple goblins out to trigger it, so it’s not overpowered. And the maneuver ability is good enough to make you consider getting rid of the nice ability of this card for another nice payoff. Excellent card.

Oooooh, shadow number. I thought it said "site number" for a second. Yeah, that’s not bad, though it’s not great. Might want to require spotting a goblin or two and reduce the cost to . Little more likely to be used then, since otherwise there has to be at least three underground sites before this begins to pay off.

Skirmish: Discard this condition to stack a goblin on an underground site you control.

Again, nice "difficult decision" card; it’s tough to intentionally discard this, but the payoff you get for doing so is good enough that it’s an agonizing decision not to do so in the right situation. The "main" ability is offset by the fact that you said "other Orc conditions", since that means the FP player can still discard this condition and then go after the others.
The only problem is that I think it should be unique. If you have two of these out, their text keeps the FP player from discarding either and that’s too powerful, IMO. |

Dain, I think you might be misreading Crawling With Goblins. It’s not "+1 for each underground site you can spot", but rather "+1". And that being a non-unique condition...I’ll drop the cost. |

I’m pushing on with ! This culture’s going to have possessions, and will be heavy on Captains...as well as some tie-ins to . I don’t have a lot of experience with , so here goes...
•Eomer, King of Rohan
Companion • Man
Strength: 6
Vitality: 4
Resistance: 6
Valiant. Captain 2.
While you can spot a man, Eomer’s twilight cost is -1.
Skirmish: Spot a companion with Captain X and discard three cards from hand to make Eomer strength +X.
18 R 108
Fell Leader
Event • Maneuver
Exert a valiant companion to make that companion gain Captain 1 for each possession he or she bears, until the start of the regroup phase.
18 R 109
•EomeNOLINKr’s Spear, Noble Weapon
Possession • Hand Weapon
Strength: +1
Bearer must be a Captain. If bearer is Eomer, he is strength +1 and damage +1.
Skirmish: Add a threat and exert a valiant Man to heal bearer.
18 U 110
•Standard of Rohan
Possession • Hand Weapon
Bearer must be a man. Bearer gains Captain 2.
Regroup: Discard this possession to make each valiant companion strength +2 until the end of the turn.

Not very Rohan-ish. Here’s my advice: Make him strength 7, and vitality 3. Then, give him the handy -1 while you can spot a man. Whats the point of him being a captain if you can’t start him and another beastie? I like the skirmish ability, but to make it more rohan-esque, make it not exert twice, but discard 3 cards from hand. Reminiscent of Eomer, Rohirrim Captain and Eomer, Valiant Warchief. Even Eomer, Horsemaster can discard cards for a boost.
 Fell Leader
Event • Maneuver
Exert a valiant companion to make that companion Captain 1 for each possession he or she bears.

Cool! Tying Valiant with Captain, and possessions, all common rohan themes. I like this a lot.
 •EomeNOLINKr’s Spear, Noble Weapon
Possession • Hand Weapon
Strength: +1
Bearer must be a Captain. If bearer is Eomer, he is strength +1 and damage +1.
Skirmish: Add a threat and exert a valiant Man to heal bearer.
18 U 110
Cool! The threat cost on the skirmish abiltiy keeps it from getting out of hand. I like the valiant themes!
 •Standard of Rohan
Possession • Hand Weapon
Bearer must be a man. Bearer gains Captain 2.
Regroup: Discard this possession to make each valiant companion strength +2 until the end of the turn.

Nice. The regroup action is fun, and so is the Captain boost. |

Thanks for the advice, especially on Eomer. I altered his gametext, but I’m keeping his stats for now. Here’s my reasoning: Eomer the King is not as much of a warrior as Eomer, Theoden’s nephew. On the flip side, he’s also now got a whole lot more to live for. So not as much strength, but more vitality. If that makes sense... |

Makes perfect sense.
I also think that Fell Leader would be great as a skirmish event. Or even: "Response: if a skirmish is about to end" - event.
Like, "Oh, you pass your action, right? So my companion is about to win, right? So I might as well make him, say, Captain 5, right?"
Or however many possessions that companion has, you know...
It would just give your opponent a funny little surprise. But doing it during maneuver lets you spot that companion for Eomer, so you probably shouldn’t change it. But maybe make another event like it? |

I like that suprise idea, and I think I’ll make it into another card...not quite so powerful, of course...

If a skirmish involving a Man bearing 2 or more possessions is about to end, exert that companion to make him or her gain Captain 2.
18 U 112
•Shadow of Dunharrow
Condition • Support Area
While you can spot a follower, each valiant Man is strength +1 and damage +1.

Villager’s Blade
Possession • Hand Weapon
Strength: +1
Bearer must be a Man. While you can spot a follower, bearer is strength +1 and gains hunter 1.

I’m not sure if you’ve officialized wording yet, but perhaps "...to make him or her gain Captain 2."

With the wording change, this looks good. Most cultures this wouldn’t work, but has so many possessions it fits nicely.

Maybe make it "While you can spot a follower or ally....". Or perhaps "... villager....". Just in case people actually used them, since they’d definately fit the same theme. |

I don’t really want to give a lot of retrogressive support to any culture, since LOTR is a majorly evolving game. Yeah, I liked allies, but they’re a thing of the past. Followers are the new allies.
Leader of the West
Event • Skirmish
Spot Aragorn to make a Man strength +1 for each other Man you can spot (limit +4). If Aragorn is a companion, exert a minion involved in that Man’s skirmish.
18 C 115
Rohirrim Steed
Possession • Mount
Strength: +1
To play, spot a companion. Bearer must be a Man, Elf, or Wizard.
While bearer is a Captain, bearer is strength +1.
Skirmish: Exert bearer and spot a Captain to exert a minion.
18 C 116
Shield of Rohan
Possession • Shield
Bearer must be a companion.
While you can spot a Captain, bearer may not be overwhelmed in a skirmish unless his or her strength is tripled.
Skirmish: Discard this possession and exert bearer to make a minion lose all damage bonuses until the regroup phase.
18 C 117
Rohirrim Horsebow
Possession • Ranged Weapon
Strength: +1
Bearer must be a companion.
While the fellowship is at a plains site, bearer gains hunter 1.
