Here’s a potential decklist I’m toying with... 35 Cards.
Ring-Bearer:
Frodo, Old Bilbo’s Heir (for re-using bounder)
w/ The One Ring, The Ring of Doom
Starting Fellowship:
Eomer, Northman
Merry, Swordthain
Companions:
Sam, Needer of Vittles x3
Aragorn, Defender of Rohan x4
Riders of the Mark x4
Allies:
Bounder x2
Conditions:
The Tale of the Great Ring
Possessions/Artifacts:
Throne of the Golden Hall
Anduril, Sword that Was Broken
Rider’s Bow x2
Rider’s Mount x2
Firefoot
Hobbit Sword x2
Eomer’s Spear, Trusty Weapon
Rider’s Spear
Events:
Power According to His Stature x4
Where Now the Horse? x4
Using Merry allows you to start Eomer, for one. Then, you can use use him with Sam, Needer of Vittles to remove burdens. Now, here’s the real fun of the deck: You can assign the Ring-bearer to skirmish, and get everyone their super-cool boosts. You can discard Eomer’s spear if you want to, play it back with merry, then you can play merry to remove a burden... so no worries there. The Rider’s bows can smack down minions as well, hopfully giving the minion to frodo some wounds, especially with Aragorn mounted and damage+1, and eomer mounted and potentially damage +2. The REAL fun, though, comes with Riders of the Mark. Play him during skirmish, exhaust the minion skirmishing the ring-bearer, then use PATHS to kill it off, no matter what it is. If any of your other companions are about to take wounds, use Throne of the Golden Hall and exert Riders of the Mark. Use Where Now the Horse? and drop Riders of Rohan. If you gave them any possessions, no worries, slap them back with merry. After you play the OTHER Riders from your hand, of course. If Frodo DOES die, you still have sam, and Eomer can be defender +2, with Firefoot. So no worries! Tale of the Great Ring is extra insuranse.
What do you think? Viable? How could it be improved? NBarden, your version with bows sounds good, how would you make that? |

That sounds like a fun deck. Another idea is to use Rohirrim Warrior, assign him to two minions, and then drop him with Where Now...? An idea I like a lot as well. Just another way to break the Rule of 9!  |

Put it this way... If you do build that deck, I think you’ll find very few situations where you’ll actually want to use it as described above. Why use archery to exhaust a minion and Power According to His Stature to finish it off, when you could just kill the minion with archery, or assign that minion to a good fighting companion? You can keep Frodo out of harm’s way, and save your Sam, Bounder, and Power According to His Stature for when you’re actually in trouble.
Same goes for Elf Lvr’s build -- it certainly doesn’t look bad, it’s just that I don’t think it would be "correct" to play it as you guys intend. And with that in mind during the deckbuilding process, I’d prefer to ease up on the multiple Bounders, Sams, and PATHs, in favor of more widely useful cards.
Keep in mind that the only thing to be gained from all this (as far as we know, anyway) is a modest set of strength bonuses, and there are plenty of more versatile and less dangerous ways to achieve them!

P.S. -- The one thing that’s missing from all sides of this debate is real experience with the new cards. After Rise of Saruman is released, I’d love to see an article that analyzes this sort of deck with actual playtesting results.  |

That’s why I prefer Riders/PATHS. You could even drop Sauron to frodo, no prior wounds needed.
EDIT: Cobra, It’s true, those strength bonuses are rather modest, however, consider this: With basically one card (PATHS) you can assign the ring-bearer to skirmish, effectively:
A) Killing one minion, in the right circumstances, any minion of your choice.
B) Giving Eomer strength +3
C) Giving each companion hunter 1.
Now, these effects aren’t much on their own, many other cards can do the same. However, can anything else pull off all of that with only one card (in this case, PATHS)?
Now, it’s true when I say that I can do this with one card, it could require more (a Riders in hand, my board set up, so forth...) but doesn’t any deck require a set board to pull its combos?
Plus, not too many decks have tricks to pull out of their hats, like skirmish events for that one minion against the ring-bearer. The only thing I could possibly see making a difference is Enduring Evil or similar shadow uber-pump. And most of those can be trumped with bounder/WNtH? There really isn’t that much risk, IMO.
But yah, I would also love to actually playtest this to see if it works. |

yeah, i have. they could do it, but no character came close to the ring. at least gimli tried hacking at it, gandalf held it with tongs, galadriel almost took it, faramir did also. boromir too, and he held it in the movie. but i don’t see how they would pull it off with rohan.
it would be interesting to see a rohan ring-bearer though. |

Yeah, I think that’s the reason it’s the only FP culture not to have a RB yet. It’s a nice idea, but I just don’t see how it would fit unless they really stretch it. Maybe, MAYBE a Aragorn of some kind, but that’s still really pushing it. |

With these new cards, it becomes more and more clear that there will be no ARB. It would have to have a tremendous assignment downside.
If there was a ARB, I would guess it would be one of the old 2-6-2 style theodens, or maybe an Eowyn, since she was closest to the hobbits. |

Brad at Decipher has said at least once in the RoS Chat that there are no plans to ever make a Rohan Ring-bearer.
It’s a good call. Denethor will be an ARB before any Rohirrim. |
