Why is this Gandalf so good I mean any shadow player can just place 3 cards from their hand on top of their drawdeck to prevent his ability?

He is great for many reasons.

1: The Shadow player may not have enough cards in his hand to prevent it.
2: He can place cards on top of your deck, which is awesome in a telepathy deck (using cards like Forearmed).
3: He can make you lose initiative, triggering cards like Glimpse of Fate, A Light in His Mind, Brooding on Tomorrow, and other cards.

Although if you play a lot of three player or more games it is easier for the shadow playes to place tha cards on top of their decks.
Although no other Gandalf would really help an Elf deck any more than Gandalf, Manager of Wizards.
