He’s not an uncommon per se, he just fills an uncommon slot in a booster.
On a sheet of cards as it’s printed, there are 121 slots. In a set this size, every uncommon appears 3 times with one card appearing a forth time. Well, instead of the forth uncommon, the put Aragorn, Thorongil in that final spot to compensate for the mistake in Hunters.
Apparantly, Thorongil appears approxamently once in every ROS booster box. |

in hunters, they was mistake so half of the thorongils were replaced by swift hunters. to compensate they did his. |
