No, because there is no format where you can use sites from one block with cards from a future set.
For example:
Standard format, Expanded format, and Open format use cards from sets 7-17, with sites from Shadows and up.
Movie block uses cards from sets 1-10 with sites from ROTK.
FOTR block uses cards from sets 1-3 with sites from FOTR.
TTT block uses cards from sets 4-6 with sites from TTT.
ROTK block uses cards from sets 7, 8, and 10 with sites from ROTK. |

Except casual - then most likely would (unless your group decides that there aren’t regions with specific site numbers - ours says there are, specifically for Gandalf...) |
