Looks good, but you might want to add some sort of additional text; probably some keyword. Otherwise he seems just a little bland.

Ouch! Up the cost a little. Either cost 2 or exert Gollum once or twice, or something, or else cut to 2 burdens/1 wound. As it is, nice idea, but too strong for a practically free event.

Interesting. Kind of like a Smeagol minion. Smile He could use a little more, though. Maybe do something when you can spot a Ring-bound Hobbit, like make him fierce or add another burden or something.

Drop the cost to 0 and drop the limit. Hobbits aren’t used too much, and they have the best burden removal in the game.

Seems like a bit too easy of a way to add a burden. Maybe "When you play Gollum, you may remove 2 threats to add a burden."
