Yeah, but you didn’t have him until the Black Rider set. Making a culture completely worthless when it was such a major part of the movies (since the game is based off of the movies) and books (since the movies were based off of the books) is bad for business.

If we followed the book and movies to the letter, then Nazgul would be invincible, which would make the game not fun.

Or why would you play The Balrog at a forest site? Or Nazgul at underground sites?

How about Smeagol killing all the Black Riders at once? (has been done, I’ve seen him seriously kill 9 Nazgul. Forestguls vs Nasty and Clever Hobbits Twisted Evil Not just wound, kill). Strength 200+ damage +20 something on strength 100 Nazgul.
