Well...a Gimli RB makes just about as much sense. He never actually touched the Ring, only tried to smash it with his Axe (and that was only in the movie).
The one rationale that I could see for an Eomer RB (the only viable RB) is that Merry or Pippin really did have the Ring, and then Eomer got it somehow. |

How can you start at Mount Doom and end up in the Shire? The answer is that the game has dropped a lot of story-value and switched to more gameplay-fun things. Did Bilbo go with Sam, Frodo, and Smeagol on their quest? No, but it happens in the game.

If Merry had it, then Eowyn might have gotten it as well. Or Theoden, even. It just would all depend on how much Decipher could twist the storyline.
But at least Gimli was at the Council. It’s more reasonable that they would have chosen him than that some guy from rohan swipes it from an unsuspecting halfling. |

Then I’ll add Elrond RB. He had more chances than anyone else (except Gandalf) that didn’t bear the Ring.
In any case, Faramir RB (or Boromir) takes it to Gondor, and is corrupted on the way, keeping it for himself until Pelennor (at this point, Frodo, Sam and Smeagol are captured at best - the others don’t have any knowledge of their fate, thus it continues almost exactly), where it slips away from him to any of the Rohirrim. |
