Spot an unbound hobbit to make the number of companions any player can spot -1 (Or -2 if you can spot 2 unbound hobbits) until the regroup phase.
"How can that be your decision?"
So now we have the mechanic obvious to you DC-reviewers by now (Hopefully...). So that brings us to cards that reinforce that mechanic! This event is useful in getting you to your goal: Spot as few companions as possible, while it isn’t necessarily hand clog by any means (Just dump it if need-be) this may find its way into decks that run plenty of companions to avoid the Rule of 5 hate.
•Pippin, Mischievious Took
Companion • Hobbit
Strength: 3
Vitality: 4
Resistance: 8
While you cannot spot a companion, Pippin is strength +1 for each follower you can spot.
"Let’s get another one!"
So he grabbed a few carrots, some heads of lettuce, but this Pippin isn’t your ordinary garden thief! He can get quite big, especially if you reach the goal of not spotting any companions. This Pippin can be a tank, especially if you run Everyone Knows with him. (Just doesn’t have the companion replacing ability of Pippin, Brave Decoy)
•Merry, Imperturbable Hobbit
Companion • Hobbit
Strength: 3
Vitality: 4
Resistance: 8
While you cannot spot a companion, Merry is strength +1 for each pipeweed you can spot.
"We are sitting on a field of victory, enjoying a few well-earned comforts."
So pipeweeds have been a side-bar strategy for many fun decks. This Merry reinforces those sorts of decks, he not only becomes stronger the more he smokes (Or doesn’t smoke, as you wouldn’t want to burn those pipeweeds!), he’s yet another unbound hobbit that ties right in with the "Spot as few companions as possible" mechanic.

Condition • Support Area
At the start of each regroup phase, if you cannot spot a companion, you may draw a card.
"But what about second breakfast?"
Woah! A card that has capabilities of increasing chances of a double move! However, there’s a catch. You can’t spot ANY companions, not one if you want this card’s effect. It’s non-unique, so if you have 4 on the table, then that’s 4 cards in your hand at the start of the regroup phase if you can accomplish no companions being spotted. |

Have you all figured out to prevent breaking the Rule of 9?

Probably should be "while you cannot spot another companion", but maybe not.

Awesome. Definately puts an emphasis on keeping them around, though.

Very interesting. Not sure how tough to pull off it is, though.

Get rid of the bit in his ability, the whole point of pipeweed always has been that it’s rainbow.

Possibly too expensive, but again I don’t know how easy it is. And yes, there should be no ’i’.
