Someone i know had a question about him.When it says he may not particapate in archery fire or be assigned to a skirmish does that mean he can't be assigned by the free peoples player or does it mean he can't fight unless you play a card to let him

He does not fight at all unless you put his staff from The Two Towers block on him. Otherwise he is just for support.  |
