I am not going to read through 6 pages here, but it looks like you are stll up in the air on this issue.
As it applies to the Evil Men Loop, it doesn’t matter. If the Guard is sent to discard pile then you use savage to replay him. If he is stacked then you use another guard. Either way you can replay him. It doesn’t affect the play of the deck.
Now...
Would it be nice to have a clarification for this, in case their or issues down the road? Yes I would agree it’s nice to know. |

Killed is not the same as discarded according to the latest CRD. Althought Strange Looking Man went to X-list in both formats... |

Nope, it was always there - it’s just you couldn’t see it.
Next time read with understanding:
"§ An entry preceded by a section mark is either:
(a) emphasizing existing rules or clarifying text
