Event - Skirmish
Exert the Ring-bearer and a Dwarf to make that Dwarf
strength +X where X equals that Dwarf’s resistance.

ok so the question is can if i was using Gimli, Bearer of grudges as the ring-bearer, could i exert him twice to use this card, since it says a dwarf and the ring bearer, or would it have to be two different companions

Yes, you could choose to exert Gimli twice to use the card during his skirmish.
When we do it in Iraq, it's called progress. When we do it here in the US, it's called socialism.

but wouldn’t exerting Gimli RB meet the requirements of exerting the RB and also a dwarf, therefore only one exertion? just wondering

No. Since it says that you have to make two different exertions (ring-bearer and a dwarf) you cannot pay the two different costs with one exertion.
