I think PT’s is a very balanced card, but you might want to make it cost 1 IMO.

Yes, it should. Otherwise, that’s a very easy strength boost of, say, +20.

Yes and no. There’s no damage-spotting requirement for the DC, and it’s also a condition, not an event.
