The move limit is equal to how many opponents you have, unless you are playing 2-player (in which case the move limit is 2). Sorry. 
I knew that  IF you read my post carefully you will see that i was refering to a four player game. Actually the rule book states LOTR official rulebook wrote: In a two or three player game the move limit is 2. In a game with four or more players the move limit is equal to the number of your opponents when the game begins.
Wait...does that mean in a four player game that the move limit is 3? |

| In a four player game, the move limit is 3. Once for each of your OPPONENTS not once for each player. |
