Sure it falls under the loop rule, but the player who owns the optional action (in this case the Shadow Player as he may heal that companion with Dark Fell About Him) all he has to do is pick a number sufficiently high (say 100) and it automatically corrupts the ring bearer.

It doesn’t have to be solo ring bearer, but you do have to be in the situation where all the other companions will be exhausted before the original exhausted companion is completely healed so that the target companion must exert with gates of the dead city.

Not exactly. 4x Gates of the Dead City can take care of that.

For example. You need an exhausted ring bearer generally 2 to 5 wounds (assuming 3 vitality if an alternate ring bearer and four if a hobbit plus Ring of Doom) Your opponent will need to have less than 8 at a minimum and 20 at a maximum vitality remaining on his companions in order for you to be able to do it with 4x gates of the dead city. If he has enough vitality to not have to exert the ring bearer, this breaks down and you will only be able to add x-1 burdens and x*4 exertions where x= The Ring-bearer’s vitality. So it works best with a solo alternate ring bearer, and it is less likely to work if there are many companions with lots of vitality (such as ents or Hobbits) and a low vitality ring bearer.

Silly question:

What if i use Rumil’s ability? That surely falls under the loop rule. I just bid 3 burdens to go first, and say i use it a million times (as the only player with an optional action). We run out of time, i win (as i am ahead). Is is that easy?

I am pretty sure i heard that the loop rule had changed.

Using rumil over and over again is a loop. Yes it would fall under the loop rules and the loop rules state:

Comprehensive Rules 4.0: loops wrote:
If a loop contains one or more optional actions and one player controls them all, that player chooses a number. The loop is treated as repeating that number of times, or until another player intervenes with his own action, whichever comes first.
Note that you do not actually perform the loop 1 Million times, but rather the game state instantly jumps to the point after you had performed it 1 million times. So it would be as if you had revealed the top card of your deck 1 Million times and depending on whether or not the top card is an Elven card Rumil could be an archer.

If you actually tried to perform all 1 million actions in a tournament, you would be called for stalling and you would lose the game, even though you were ahead per the DGMA Code of Conduct section B2.
