Um...by your own definition, its not broken. Its not splashable, and I see it killing only two decks, site control, and shadow conditions. Although Held now has a use...play it on Frodo to site 8, get a minion? Aragorn wins, Held is gone, no minions? Discard in regroup phase.
Anyway, its stat bonuses are overpowered, and it definitely overshadows previous copies, but its not broken. |

PATHS is pretty broken, but if your including x-listed cards, The Shire Countryside is the best card that has ever been printed. there are some really broken COMBOS, but that is a different storu. |

Saruman’s Power is a pretty broken card that’s still legal for expanded format.
i do have to agree that the shire countryside is one of the most broken cards ever. i’ve played against decks built around it, and that was... frustrating.  |
