That is not the way it worked up through Mount Doom.
In sets 1-10 (excluding set 9, reflections) you had approximately a 1 in 6 chance of getting a foil card in a pack. This foil replaced a common card (usually the first card behind the rare card in the pack). Each of these sets had a complete parallel foil set, ie in a 122 card set, there was a foil version of each of the 122 cards.
In shadows they introduced the Legends series of cards where only 18 cards from the set were foiled (thus a foil subset, not a parallel foil set). All of these cards were rare and they replaced the rare card in the pack. At this time Decipher also dropped the frequency of the foils from 1 in 6 to 1 in approximately every 7 packs.
Black Rider introduced the Legends Masterwork series of cards where 9 cards from the Legends subset were treated to a special alternate template. These were inserted approximately 1:35 packs and the frequency of the Legends cards was dropped to keep the ratio of 1 foil in approximately every 7 packs.
I personally liked the Foil Sub-set better as it is fun to be able to play with an entirely foil deck. The parallel foil sest was very expensive for Decipher to print, which is why they stopped making them. I currently have a complete Foil set of Fellowship of the Ring, Mines of Moria and Realms of the Elf lords and 500+ cards that I use to foil up decks. I’m 5 cards shy of having a completely foil 64 card Moria/Insane Elf/Gandalf card drawing deck from fellowship of the ring. It is very pretty to look at and a lot of fun to play. |

| no the FOIL rare replaced a common, and then u got your rare, but it is possible to get 2 FOILS in one pack. |

| I have never found 2 foils in a post-shadows pack. I guess because they don’t come with FOIL parallel sets. |
