A little weak compared to other versions, but certainly plenty powerful, and downright beastly in a token-heavy strategy.

 Why is it a maneuver action? For shadow players, there’s little difference between shadow and maneuver, unless there’s something I’m missing. Really nice card, though the amount of tokens this thing piles up makes me reluctant to discard it!

The shadow player could possibly abuse the condition to use it over and over again in the shadow phase if they had more than 1 copy in their hand.

It’s meant to be a rare, either it’s a crappy minion, or it’ll be undercosted if you keep your   tokens on the table.  I’ll make it unique so the fellowship isn’t swarmed with multiple copies of this guy.
