kinda all or nothing either he works or he doesn’t.

Yeah, I’d take out the fellowship ability altogether, and you may want to stick "exactly" in front of "two cards", unless you intended it to be two or more (in which case you should say "two or more" ). Otherwise looks good. A bit complex, but good.

Maybe just require spotting a Ring-bound Hobbit, and maybe change the ability to "if the first site in the current region is a dwelling". A little more useful and interesting that way, I think.

Nice, but I’d take out the fellowship action, the rest is fine enough.

Needs a different trigger, or a way of changing the first site into a dwelling, otherwise he’s useless.

Seems like a better version of catapult. Maybe make it reveal a card from somewhere, then make your opponent discard their card with the same cost as the revealed card, otherwise I think it’s too good in LOTR. (example: they have Sauron, so you choose the number 18. Is there any other card in the game with a cost of 18?)

Star Trek card: Hard Time
Lament
Condition • Support Area
To play, spot an companion (or spot Gandalf in your dead pile).
At the start of the Shadow phase, if there are any cards stacked on this condition, the Shadow player takes each card on this condition into hand and this condition is removed from the game.
Response: Unless the fellowship is in region 3, each time a minion is played and there are no cards stacked on this condition, stack that minion on this condition and add [X], where X is the twilight cost of that minion.
"For me the grief is still too near."
Star Trek card: Guidance of the Council
LotR card:
•Guidance of the Council
Condition • Support Area
To play, spot Elrond (or 3 companions).
When you play a card of a culture you cannot spot, you may take a card of that culture from your draw deck into hand.
"Strangers from distant lands, friends of old you have been summoned here to answer the threat of Mordor."

Tactical Planning
Event • Fellowship
Spot an hunter companion and discard a card from hand to draw two cards.

Just for clarification, I’d make it "when you play a Free Peoples card...". I think I’d also give it a low cost, like or . Otherwise pretty good.

"hunter" should be lower-case. I also think it should be worded simply "Spot an hunter companion and discard a card from hand to draw two cards." |

I agree with Dain, needs to cost or . Like the changing of the klingon council into the council of elrond. Clever, that one.
