You do not need the word ’Skirmish:’ in there. You are not performing an action, so there is no need for it.
The strength bonus will be very hard to get, because there are very few ways to get minions fierce. |

I just noticed this...and it’s not quite accurate, since we’re "reviving the Uruk-Hai!"
Cruel Caradhras, Uruk Spy, Beyond All Hope, Worry, Can You Protect Me From Yourself?, Beyond Dark Mountains, Uruk Follower. I think that’s the whole list.

Let me rephrase that: the culture does not add burdens. Doing a search for cards with ’burden’ in their game text brings up no results. |

If a card is not culturally enforced, it means that it will easily splash into a deck. This can be easily fixed by including a spotting/exerting cost.
One example of a card that is not culturally enforced is The Number Must Be Few.
As for your newest card, it’s severely underpowered. There are 2 minions that are completely better: Army of Uruk-hai, and Force of Uruk-hai.
Plus, you continually make your abilities phase actions when it’s not needed. For example...
Your card would be something like:
Skirmish: While skirmishing an Elf, Battle-Scarred Uruk is strength +2.
While the correct version is:
While skirmishing an Elf, Battle-Scarred Uruk is strength +2.
As far as I know, you should only make an ability a phase action if there is a cost in the ability. To find out if there is a cost, it will always (as far as I know) have the word ’to’ in it. Example: Exert an Uruk-hai to make him strength +2. |
