Hm...site control. Maybe it would be better played in the regroup phase, so the fellowship has to move to it, instead of just being at it.

I think you need to say: "When the fellowship moves to this site, the first Shadow player may remove to add a threat."
See Courtyard Parapet for an example.

As a side note, why are all 3 of these sites rare? The only previous rare site was Mount Doom, so I don’t think that any of these sites ought to be rare (especially since a lot of your cards need barrows to work!).

Not too keen on the title, and make sure you capitalize "Wraiths", but it looks fine otherwise. The only other thing of note is that this really hurts Wraith fellowships...is that intentional?

Will alter Standing-Stone, and yes, Wight’s Lair is supposed to hurt wraiths as well. My logic: okay, so they’re wraiths, they’re in the Barrow-Downs. It’s only natural that they have less resistance.
And yes, they’re all Rare...I might have to bump one down to U, and bump another U up to Rare. Because I really want the rarity numbers to work out. Anyhow, the next card should also help out wraiths...
