2Gimli, Restless Judge Dwarven

Damage +1. For each minion stacked on Gimli, he is strength +1 (Limit +2) and resistance -1.

I’d be severely tempted to remove the limit altogether, but I’d certainly raise it to more than 2. Gimli, Faithful companion gets strength 8 just for having 4 cards in hand. And the hunters gimli gets 9 in most cases.

2 Moria’s Vengeance Dwarven
Event • Regroup
Spot a Dwarf at a battleground site to discard a minion, or spot a Dwarf at an underground site to discard 2 Orc minions.

Very nice. Too expensive though, as you have to be at the right site.

2 Head-Strong Charge Dwarven
Event • Skirmish
Exert a Dwarf to make him strength +3 and damage +1. You may exert that Dwarf again to make him strength +3 and damage +1.

Really powerful!

1 My Tireless Axe Dwarven
Event • Regroup
Play a Dwarven hand weapon from your discard pile.

I think that Dwarves are good enough at recursion that this card should do more or cost less.

"Judge"? Eh, I’d change that to something else. "limit" should also be lowercase. And I’d make his initial resistance 7.

Wording’s okay, but maybe do "Exert a Dwarf to make him strength +3 and damage +1 (or exert a Dwarf twice to make him strength +5 and damage +2)."

This is the "common" Gimli of the set, the other one is much more fearsome. Also, the "Judge" part is derived from Gimli in the council trying to decide who should be the ring-bearer, and he says: "Don’t trust an elf!"

4Úlairë Lemenya, Dark Shade Wraith

Each time the Free Peoples player cancels your event, you may make Úlairë Lemenya strength +3 and fierce until the regroup phase.

6Úlairë Toldëa, Dark Gloom Wraith

Each time the Free Peoples player reinforces, adds, or removes a culture token, you may make Úlairë Toldëa strength +1 or damage +1 until the regroup phase.

Exert a Nazgûl to make it strength +1 for each wound on each character in its skirmish.

1Sword of Dwindled Hope Wraith
Possession • Hand Weapon

Bearer must be Úlairë Ostëa.
He is fierce.
Each time a burden is removed by a Free Peoples card, you may make Úlairë Ostëa damage +1 until the regroup phase.

0 Dark Reach Wraith

Way too good, you can do it an infinite number of times! Make it a triggered effect or limit it to once per turn. Also, does that kind of thing happen a lot? Nice idea.

But the response actions are ALL triggered by an action the Free Peoples player does. So if the Free Peoples player sees these cards out, they can choose not to do anything your card is triggered by. I don’t think there is a fault in those cards, because they are easily avoided, and become bland, generic minions who’s counterparts are much more effective. But that doesn’t mean the cards are totally useless, either. Wink

There is a HUGE fault. In LOTR, you can respond an infinite number of times to the same trigger. For example, if the Witch-King bearing the Pale Blade wins 1 fight, he can exert 3 times to discard 3 conditions. The problem with your cards is, take Lemenya for instance, after the Free Peoples player cancels 1 event, he becomes an INFINITE strength minion and kills 2 companions automatically from overwhelming, and there’s nothing anyone can do about it. As for the other Nazgul, Toldea does the same, and both he and Otsea have an INFINITE damage bonus! It NEEDS a limit or it needs to be ’Each time...’
I love the cards, but you can’t have a response action on a card without having a cost.
