BTW...another great example of a card that’s not culturally enforced: Demoralized. That’s one of the reasons it works with Rapid Reload. Well, okay, it’s a little tiny bit culturally enforced. Not enough, though.
 Pinioning Strike

Discard an minon with at least 2 vitality to wound a companion that minion is skirmishing twice. |

| Change Warrior Uruk’s ability to Regroup, otherwise it’s awful. Who wants to spend 5 twilight for just an exertion? If it’s a regroup action, then he will have had a chance to fight as well. |

Not culturally enforced, and could easily exhaust a fellowship. It would be more balanced if it was like this:

Condition • Support Area

Since the event is played during the skirmish phase, the Uruk would only be able to fight during the fierce skirmish, and that’s only if he’s fierce.

| Yeek! Change it to "exert". Otherwise, three minons just about kills any companion, except Elendil, Gandalf, Aragorn, and the Ents. |
