I don’t think I like the move limit part, since with 4 of these ponies you can move 6 times in a 2-player game (and since move limit modifiers last till the end of the turn, I’m pretty sure that even if this possession was discarded the move limit would stay for the turn).
I would just drop the cost to 1 and drop the move limit part, or maybe change the move limit ability to "Each time the fellowship moves during the regroup phase, you may add to heal bearer."
Oh, and why can it only be borne by an unbound Hobbit? After all, you can’t ever cancel the RB’s skirmish so I don’t see why it couldn’t be played on a Bilbo RB.
The Road Goes Ever On and On looks good, although you could consider shortening the title to The Road Goes Ever On.

Okay, I like what you suggested, so I did just that.

It seems a little overpowered. I would raise the cost to or drop the resistance bonus.  |

PONY! really I am thinkging that move limit bones might be a bit good. maybe each time oyu move you may remove 1? and make it unique or something? |

I opted to raise the cost of Stout Pony to . Better balanced now?
In the meantime, let’s get back on track...by shifting gears. I’m not leaving the culture, but I am moving away from Hobbits for a little while. So what non-Hobbits are in the culture, you ask? The answer will seem pretty obvious once you look down. Enjoy!
•Tom Bombadil, Oldest and Fatherless

I’ve always been feaful of making a version of Tom Bombadil...how could I possibly compete with the awesome ally that is Tom Bombadil, The Master? But as I got into it, I actually had fun, and ended up with TWO Toms, both of which I’m very happy with. How do YOU like them?
Of course, what’s Tom Bombadil without his wife?

Maneuver or Regroup: Exert Goldberry twice (or once if the fellowship is at a river) to discard a weather condition. Limit once per turn.

Remember, weather conditions make an even bigger impact in my sets than they did in the old days of Saruman’s weather stuff, so that last ability is more useful than it might seem at first.  |
