Playing sites on the adventure path is not one of Rohan’s strengths, so you should either majorly raise the cost (like 3 exertions) or change the idea completely (my preferred choice).

I’m not a fan of unique hand weapons that discard themselves, so I’d rather have the regroup ability be like this:
Regroup: If bearer is Eomer, exert him twice to discard a minion.

I agree with AC about the cost--probably should be higher somehow--but disagree in scrapping the idea entirely. I think it’s neat, just needs to be a little harder. Perhaps something like this:
Muster the Rohirrim!
Event • Maneuver
Exert 2 mounted Men (or spot 4 mounted Men) to play the fellowship’s next site (replacing an opponent’s site if necessary). If that site is a plains site, you may heal a Man.
NOW it’s more -esque, and can still come in at just the one exertion if they play their favorite site type.
By the way, mind if I copy this idea for my TTT set The Way Into Mordor?

I made ’Muster the Rohirrim’ harder to play, I changed Guthwine’s text according to AC’s suggestion, and I added "until the regroup phase" to ’Rally To Me’. Thanks for the reviews!

Strength +1.
Bearer must be a Man.
At the start of each skirmish involving bearer, each minion skirmishing bearer must exert.
While at a battleground or plains site, bearer gains hunter 1 (or hunter 2 if at both).

Companion • Man
Strength: 6
Vitality: 3
Resistance: 7
Hunter 2. Valiant.
While skirmishing a Nazgul, Eowyn is strength +2 and damage +1.

Whoa, weird. I don’t especially like the vitality bonus, especially with cards like Eowyn, Lady of Ithilien. Maybe you could drop the vitality bonus and instead add the normal exerting text. And that hunter part is pretty powerful too... maybe something like "While at a battleground, bearer gains hunter 1."

One more suggestion:
While at a battleground or plains site, bearer gains hunter 1 (or hunter 2 if at both).
It’s entirely possible to be at a battleground plains site (Northern Pelennor, Isenwash) or a plains site with something like Suffered Much Loss.

Thanks for the reviews, AC and Dain! I edited the cards accordingly, namely adding both suggestions to ’Steed of the Mark’, and adding AC’s suggestion to ’Eowyn, Valorous Maiden’.

I would change it to a skirmish action... otherwise he might be a bit too good.

Seriously, I think he oughta have a slightly better ability... maybe something more related to fighting, due to his subtitle.

Very cool. A nice combo between and typical strategies.
Perhaps require spotting a Man to play him so that he can’t just be splashed in to any old deck with his above-average strength.
