To play, remove a burden or 2 threats.
Each companion is resistance +1.
At the start of each turn, you may exert Tom Bombadil twice to take a possession into hand from your draw deck.
Maneuver: Spot 2 companions and exert Tom Bombadil X times, where X is the fellowship’s site number, to remove a burden (limit twice per turn).
“‘Mark my words, my friends: Tom was here before the river and the trees; Tom remembers the first raindrop and the first acorn.’”
I would make the maneuver ability limit once per turn.

Aid – (X). X is the current region number.
Discard any Shadow cards borne by or played on bearer.
Response: If bearer is about to be killed, return Tom Bombadil to your support area to prevent that.
“‘Don’t you know my name yet? That’s the only answer. Tell me, who are you, alone, yourself and nameless?’”
Nice, but his title is the exact same title that used for my Bombadillo follower in the Field of Cormallen.

Each time the fellowship moves to a river, heal Goldberry and Tom Bombadil.
At the start of each maneuver phase, if the fellowship is at a river or dwelling, you may exert Goldberry X times, where X is the current region number, to heal a companion or remove a burden.
Maneuver or Regroup: Exert Goldberry twice (or once if the fellowship is at a river) to discard a weather condition.
“‘The rain has ended, and new waters are running downhill, under the stars. Let us now laugh and be glad!’”
I would limit Goldberry’s maneuver ability to once per turn. And shouldn’t "site" be after river, river, and dwelling? |
I had to put something here. |

Okay, I fixed Goldberry as recommended, but I’m a little uneasy about editing either Tom until I get another opinion, since AP and SoP have differing opinions on both versions.
So, anyone else? |

Drop the resistance part and I like it. And then you could probably drop the limit too.

Out of curiosity, how does it just prevent a death? I mean, you have to say something like "Response: If bearer is about to be killed by a wound, return Tom Bombadil to your support area to prevent that wound."
But I would drop either that ability or the Shadow cards ability.

I’ll drop the response action for Eldest, but I’d rather leave the resistance bonus on Oldest and Fatherless alone.
Thanks for the review! |

Now that we seem to have Tom himself settled, here’s a couple Bombadil-related fellowship events. Enjoy!
Many Remarkable Stories
Event • Fellowship
Spot Tom Bombadil to play a tale (or, if the fellowship is at a forest or dwelling, 2 tales) from your draw deck.
“‘It’s a good day for long tales, for questions and for answers, so Tom will start the talking.’”
In The House of Tom Bombadil
Event • Fellowship
Tale.
If the fellowship is at a dwelling or forest site, spot Tom Bombadil to remove a burden. Then, if you can spot Goldberry, you may exert her to heal a companion.
“The drink in their drinking-bowls seemed to be clear cold water, yet it went to their hearts like wine and set free their voices. The guests became suddenly aware that they were singing merrily, as if it was easier and more natural than talking.” |

I would raise the cost to or drop the "(or 2 tales)" part.
