Good, but I would ESPECIALLY recommend spotting another Man to play him. Right now, you could splash him in with a bunch of other Hobbits and use his pump only on himself. |

I’d make the second ability optional: "...then, if Merry is exhausted, you may discard him to heal up to 2 companions."

At the start of the fellowship phase, you may exert Theoden to play a possession from your discard pile.

Wow, very very powerful. You might want to change it to the start of the fellowship phase, but either way works.

I’m not in favor of an Eomer RB, but this is probably balanced if you switch it from 2 burdens to 3 burdens.

I edited all 3 cards according to AC’s suggestions, as they seemed the most logical to me. Thanks for the reviews!
Bow of the Mark
Possession • Ranged Weapon
Bearer must be a Man.
While at a plains or battleground site, bearer gains hunter 1 and muster.
Archery: Discard this possession to make the fellowship archery total +1.

Condition • Support Area
Toil 1.
To play, spot 2 Men.
While you can spot Theoden, each Man gains hunter 1.
While you can spot Theodred, each Man is strength +1.

Just different enough from Rohirrim Bow to be worth it. However, I think it should cost , as other ranged weapons do.

I think you can take out the "(or exert a Man)", as I highly doubt it would ever be used.
Other than, I think it’s okay. I’m a little leary of how easily Eomer shuts down minion archery...maybe limit that one to companions bearing mounts?
