Good, but I would ESPECIALLY recommend spotting another Rohan Man to play him. Right now, you could splash him in with a bunch of other Hobbits and use his pump only on himself.

Sweet. Maybe add in an extra bonus if they’re mounted or if the fellowship is at a plains site (either way, works well with Theoden, King of the Eorlingas).

I’d make the second ability optional: "...then, if Merry is exhausted, you may discard him to heal up to 2 Rohan companions."

Heh. A Rohan RB. Knew SOMEONE would be crazy enough to try it eventually.

I THINK he’s balanced. I’m not the best at ARBs, though, so you probably want a second opinion.

Wow, very very powerful. You might want to change it to the start of the fellowship phase, but either way works.

I’m not in favor of an Eomer RB, but this is probably balanced if you switch it from 2 burdens to 3 burdens.

Possession • Ranged Weapon
Bearer must be a Rohan Man.
While at a plains or battleground site, bearer gains hunter 1 and muster.
Archery: Discard this possession to make the fellowship archery total +1.

Toil 1.
To play, spot 2 Rohan Men.
While you can spot Theoden, each Rohan Man gains hunter 1.
While you can spot Theodred, each Rohan Man is strength +1.

Just different enough from Rohirrim Bow to be worth it. However, I think it should cost 1, as other Rohan ranged weapons do.

I think you can take out the "(or exert a Rohan Man)", as I highly doubt it would ever be used.

Other than, I think it’s okay. I’m a little leary of how easily Eomer shuts down minion archery...maybe limit that one to companions bearing Rohan mounts?
