Don’t forgot your periods, and you misspelled "Uruk-hai".
I like this, though. Perhaps give it a little more oomph by allowing a +2 boost when you can spot a certain number of engines or a certain number of Uruk-hai. Not necessary, but it does seem a little "blah" as is.

No apostrophe in "People’s", please. It’s a pet peeve of mine when people do that.
I’d make the ability remove 2 burdens. It’s a bit too good otherwise, methinks, especially since you can run four of these at the same time.

Yeah, still not a very good subtitle. This is...interesting. I think perhaps upping his cost by or and tacking on either damage +1 or fierce would be a little better.

Again, not my favorite subtitle. Like AC said, make it unique, and I’d cut "assignment" from the text of the ability. Oh, and "the" should always be "The" when used as part of Balgy’s name.
