Okay, time to revive this thread! Here’s all the DCs that got made (including AC’s excellent anti-Shadow Eomer) for this culture (except Eomer, who is from the FP culture).
•Aeolm, Henchman of Grima
Minion • Man
Strength: 6
Vitality: 2
Site: 3
Shadow: Exert Aeolm to make each companion bearing a card strength -1 until the regroup phase.
Grima’s henchman held away those who tried to stop his reign...
Evil Rohirrim
Minion • Man
Strength: 7
Vitality: 2
Site: 3
Each companion is Resistance -1.
Skirmish: Exert this minion to exert a companion.
Riddermark Traitor, Greedy Horseman
Minion • Man
Strength: 5
Vitality: 2
Site: 3
Fierce. Each time this minion is assigned to a skirmish, the Free Peoples player must wound a mounted Man or add two burdens.
Not even the Rohirrim were invulnerable to treason.
•Betrayed
Condition
Bearer must be a valiant Man. Each time bearer is exerted, the Free Peoples player must exert a companion.
A swift Uruk ambush killed many an enemy of Saruman.
Riddermark Assassin, Aide to Grima
Minion • Man
Strength: 2
Vitality: 3
Site: 3
Shadow: Spot 3 minions or two valiant men to stack this minion on a site in the Adventure Path.
A silent stab would help Grima far more than a bold assault.

If the Fellowship moves to a site which has minions stacked on it, discard X minions stacked there to exert X companions.

Concentrated Efforts
Condition • Support Area
To play, spot a minion. Bearer may not be exerted, except by sites.
Response: If a companion exerts, spot a minion to transfer this condition to that companion.
A single target falls swiftly.
Protection of Grima
Event • Response
If a minion is about to take a wound, discard a condition to prevent that.
Grima’s hold on Theoden accomplished much.
•Grima, Wretched Cur
Minion • Man
Strength: 4
Vitality: 3
Site: 3
While you can spot X minions, Grima is strength +X.
Maneuver: Exert Grima twice to make him strength +3, and unable to take wounds until the regroup phase.
Wormtongue’s strength was his henchmen.
•Poisoned Feed
Condition
Bearer must be an unbound Man. When you play this condition, if you can spot a man, discard a mount borne by bearer.
Regroup: Discard this condition and spot X mounts to wound bearer X times.
Poison could harm horses as well as men.
Grima’s Spies
Condition
This card may not be played in the Shadow phase. Bearer must be a Man. Each time the fellowship moves in the regroup phase, each Shadow player may take a card into hand from their discard pile.
Response: If a Man wins a skirmish, play this card on an eligible bearer.
Traitors within kept Grima’s secret plans intact.
Assassin of the Golden Hall
Minion • Man
Strength: 1
Vitality: 2
Site: 3
While this minion is not exhausted, it may not participate in archery fire or skirmishes.
Response: If a minion wins a skirmish, stack this minion on a site in the Adventure Path.
Even within Meduseld, death lurked.
•Gaembleg, Chief Assassin

Strength: 5
Vitality: 2
Site: 3
Gaembleg is strength +1 for each minion stacked on a site.
Maneuver: Exert Gaembleg to heal a minion.
All assassins pointed to one source.
Grima’s Goodwill
Condition
Vitality: +1
Bearer must be a minion. Limit 1 per bearer.
Regroup: Discard this condition to add a threat or exert a companion.
While Grima held sway, murderers roamed freely.
•Friedhal, Traitor to Rohan
Minion • Man
Strength: 4
Vitality: 3
Site: 3
Uruk-Hai are not roaming.
Skirmish: Exert Friedhal to make an Uruk-Hai strength +2.
Saruman’s plans were aided by those who let the Uruk-Hai pass unseen.
Ever Been Our Friend And Ally
Event • Maneuver
Spot your Minion to exert a companion.
•Eomer, Loyal to Rohan
Companion • Man
Strength: 7
Vitality: 3
Resistance: 7
Valiant. While you can spot a Man, Eomer is twilight cost -1.
Each time Eomer wins a skirmish, you may make a Shadow player discard a Shadow card.
•Banished From the Riddermark
Condition • Support Area
Bearer may not skirmish while you can spot a minion.
Response: If Grima is played, transfer this card to a mounted companion.
"...henceforth banished from the Riddermark, on pain of death!"

Theoden may not be spotted or exerted by events or abilities.

•Saruman’s Influence

Each follower loses Aid and gains "Aid- add a burden".
At the start of the regroup phase, discard 2 minions and remove or discard this condition.
Saruman turned many from the Golden Hall to his side.
Isolation
Event • Response
If a follower is transferred to a companion, spot a Man to exert that companion once for each follower you can spot.
Saruman worked to keep those who would aid the Fellowship a burden to their task. |

You could drop the "Bearer must be a Man", and just have it say ’...to transfer this condition to a Man.’
Also, ’Skirmish’ should be ’Response’.

Seems underpowered. At most you can add 3 threats, and the cost is discarding 2 of your minions. I would say that you don’t need to discard any of the minions, although then you might want to increase the cost to 2. |
