I suppose. Ithilien Blade can discard Shelob until site 8 even without the help of Madril and the Cloak. However, why do you think the Ranger’s Cloak is overpowered? It doesn’t do anything spectacular unless you use it with Madril and the Ithilien Blade. And without it, there aren’t too many ways for the new rangers to keep minions roaming to activate their bonuses. So I could see how the Ithilien Blade and Madril, Defender of Osgiliath should be X-listed, but I think the Ranger’s Cloak should stay. |

| yes, but that is why its so overpowered, with madril and ithilien blade it is WAY too good, remember, some cards that are X’ed are very bad on their own, but when you use them in a combo (such as mordor fiend) the seemingly horrible cards can turn invincible |

I think RC is fine limit the second ability on IB to like excert a ranger twice to discard a minion if the fellowship is not past his site number is not past hsi site number |

Very true, but they don’t usually take effect until the skirmish phase. If they caused the minions to be roaming all the time (causing the Shadow player to pay roaming penalties the entire game), now that would be way overpowered.
Each culture has their specialties and strengths. The Rangers excel at making minions roam after being played. If you took that away, the Rangers would get thrashed. I do think that the Madril / Ithilien Blade / Ranger’s Cloak combo needs to go, but in general the Rangers’ abilities are not excessively powerful. |

i mean that it could be used past there natural site number. Bto that means that he fears my corsairs the twins should be x listed. |

Corsairs shouldn’t be X-listed. They have their weaknesses.
Ranger’s Cloak also shouldn’t get X-ed. t’s fun to exhaust a companion who is bearing it, and then discard the Cloak with a card like Corsair Marauder. |
