Some other events:
Ninja Stealth
Event • Skirmish
Stealth. At sites 1 to 3 (any), cancel a skirmish involving a Turtle. At any other site, that Turtle gains muster until the regroup phase.
Down the Drain
Event • Skirmish
Stealth. At sites 1 to 4 (any), cancel a skirmish involving a Turtle. At any other site, heal that Turtle.
Smoke Bomb
Event • Skirmish
Stealth. At sites 1 to 5 (any), cancel a Skirmish involving a [Turtle] character. At any other site, draw a card.
Kowabunga!
Event • Skirmish
Make a Turtle strength +1 for each Turtle you can spot.
Flying Kick
Event • Maneuver
Spot a Turtle to make a minion lose lurker or muster until the regroup phase. |

Battle Tactics
Event • Maneuver
Spot 4 unique Turtles and exert them to spot a minion. Until the regroup pahse, that minion may not be assigned to a skirmish. The Shadow player may discard two minions to prevent that.
Flurry of Styx
Event • Skirmish
Make a [Turtle] character strength +2 (or +4, if that character is not bearing a hand weapon).
Dishing Out Justice
Event • Skirmish
Make a Turtle damage +1 (or damage +2, if you can spot more minions than companions).
Protecting the Weak
Event • Response
If a character is about to take a wound, exert a Turtle to prevent that.
Plans Disrupted!
Event • Regroup
Spot four [Turtle] characters and a wounded minion to remove . |

While you can spot a Turtle, bearer is damage +1.

Strength: +2

EDIT: Edited some cards along the way.
Btw, sorry, I forgot to answer about suggestions you made for Donatello.
Thing is, Donatello is more of a strategist than a fighter, usually fighting defesively, bouncing projectiles back at the bad guys. So that’s why he can "take one for the team" and clear some minions. He’s also supposed to be exerted a lot for paying costs (thus setting up a strategy). However, with the stealth cards I made (I was already picturing them, but of course you couldn’t even dream about it until I actually POSTED them... ), he becomes NASTY in a starting Fellowship, so I decided to give him some more defender WHILE keeping his strength low, so he could cost . Otherwise, he’d have to cost or so. I mean, Aragorn, Heir of Elendil costs ... |

Every time a [Turtle] character wins a skirmish, place a [Turtle] token here.
Response: If a minion is killed in a skirmish, remove five tokens from this condition to stack that minion here. The Shadow player cannot play copies of a card stacked here.
Friends to Humans
Condition • Support Area
Fellowship: Exert a Turtle to play a Man or Hobbit. Its twilight cost is -2.
Fellowship: Exert a Man or Hobbit to play a Turtle. Its twilight cost is -2.
