Well wait no longer. Here’s both of those pipes, as well as a bonus one. Enjoy!

1Frodo’s Pipe, Elegantly Carved Shire
Possession • Pipe
Bearer must be Frodo.
When you play Frodo’s Pipe, you may play a pipeweed from your draw deck.
Fellowship: Discard a pipeweed and add (X), where X is the current region number, to remove a burden.
Fellowship: Discard Frodo’s Pipe to heal Frodo once for each Frodo signet you can spot.
While under Bilbo’s wing, Frodo enjoyed many benefits of the old hobbit’s wealth.

1Sam’s Pipe, Comfort of Home Shire
Possession • Pipe
Bearer must be Sam.
Fellowship: If the fellowship is in region 1, discard a pipeweed to heal a companion or remove a burden.
Fellowship: If the fellowship is in region 2, discard a pipeweed to heal a Hobbit companion or make a companion resistance +2 until the regroup phase.
Fellowship: If the fellowship is in region 3, discard a pipeweed to heal Sam or make him resistance +2 until the regroup phase.
“‘Apples for walking, and a pipe for sitting. But I reckon I’ll miss them both before long.’”

I DID like your lore suggestion, CG, but I finally found a Sam quote that I actually liked, so I used that instead. If I do another version of his pipe in a later set, I’ll use the lore you provided. Thumbs Up

Oh, and I’ve already bumped you up one GP...expect at least one more!

Well, this is the last Shire card I’ve got, so unless anybody sees any holes they think need filling in, I think we’ll move on to another culture after this. Enjoy!

Unless you have a Gandy or Bilbo R-B, this card is a bit weak. Maybe make strength +1 as well, since the card is unique?
