Because they are the weakest culture. Any serious Shadow side can smack them around easily.
The only Tier 1 decks that use Rohan are Elf archery decks; they use Eowyn, Lady of Ithilien to finish off any wounded minions. |

i have to say dwarves or Gondor.
think about it gondor has missed out on burden removal, they have small threat removal, and a few other minor things. |
