I think you can very safely drop the cost to 5, and probably drop the spotting requirement, too.

Thanks, Dain! I dropped the cost of ’Moria Patrol Troop’ to 5, but I also dropped the strength to 11 and added hunter 1. Thumbs Up Here are the last of the Moria cards! Very Happy

Hmm... I would drop the cost to 0 or make it add 3. After all, Moria doesn’t have too much of a use for twilight in the skirmish phase.
