Yes, NBarden has two decks in there, because he made two. So yes, he has an additional deck-but that might split his votes.

So, here’s how voting works. Place votes for 1st, 2nd, and 3rd (not including your own deck). 1st place gets 3 points, 2 for second, 1 for third. This will determine seeding for the elimination rounds. After this round, it goes to brackets. And since we have 7 remaining contestants, the #1 deck here gets its maker a bye!
