I understand your issue fully, but here’s my argument for why it isn’t too powerful. If you couldn’t ’cheat’ (and cheat reliably), the riddles would just do nothing, and in fact would hurt you (well, the first one would anyway, after that it’d be fine). I think it’s reasonable to have to use 2 cards instead of 1 to reliably get your strategy to work. I’ll think on it though, and thanks for raising it.
In the meantime, I think I’d like some more riddles, these ones with a bit of a twist.

To play, spot Bilbo (or 2 Hobbits).
Riddle. Choose an opponent and name a number. Then, reveal the top 5 cards of that player’s draw deck. If the named number matches the number of minions revealed, you may discard a condition. If it does not, that player may play one minion revealed.

Sorry, that could be clearer. You REVEAL to all players the top 5, then LOOK AT (without showing to the other players) the 3 after that - so you see 8, but everyone else sees 5.

It does cost something, you have to exert Gollum, which you can only do 3 times. I see your point, though.

I love how the Riddles work, in addition with the cards like Inquisitive Eyes and such. Great job, I think the cards work fine as they are now.
(Although the only problem I’m seeing is that they’re all Events, and might be difficult to get/use at the right moment or in the right combinations). |

Not sure about the wording, as I don’t think "resolved" has been used in that way before. Of course, the wording of the whole thing is new, but it does work, I think.

I can’t believe I didn’t notice that! I’m utterly ashamed.
(I was probably thinking about when Gollum says, ’What has it got in its nasty little pocketses’. That’s my excuse and I’m sticking to it.)
Also, I’m not sure whether you noticed or not, but What Have I Got In My Pocket? also works the other way to the normal riddle (you mentioned it only for the equivalent, so I thought you might not have seen it above).

I promised some weirder riddles, and here’s one (though they have no equivalents, as they are based on Bilbo’s conversations with Smaug instead.)
Riddling Talk
Event • Maneuver
To play, spot Bilbo (or 2 Hobbits).
Riddle. Choose an opponent and name a number. Then, reveal 3 random cards from their adventure deck. If the named number matches the number of sites with a shadow number of 1 or less, they may replace a site on the site path with a site from their adventure deck. If it does not, you may make a minion strength -3 until the regroup phase.
No dragon can resist the fascination of riddling talk...
