I think I’d rather this be a unique condition that you discard in the maneuver phase for the effects. The idea of being able to play four of these at once.... *shudder*
I raised the cost to . This card would be a dud against decks that don’t use skirmish events, so I think it’s balanced now. Any other opinions? |

Well, it also shuts down archery events and assignment stuff, but fair enough. |

Shadow archery isn’t very commonplace, except for Elevated Fire. Actually, it would just make the toil of Elevated Fire even more effective. And I don’t think I’ve even seen an assignment event in a deck before.  |

Yes to maneuver, but not regroup, since it only lasts until the regroup phase. |

Each time a Shadow player plays a minion, you may spot Bilbo and add a burden (or exert a companion) to make that minion unable to use special abilities until the regroup phase. That minion’s owner may make that minion strength -2 until the regroup phase to prevent that.

The cost of the ability needs to be clarified. I would put on the card ’To play, spot Bilbo’, then have the cost ’you may add a burden (or exert a companion)’, that way what I think you intended is totally clear. Nice card, and not as broken as the faithful stone! Might make it .

Take out the card bit, it doesn’t seem that good. I also have issues with it only working against one race.

Well, if nothing else, it’s a good resistance booster for your Dwarves. I think I’d like it better as a condition that you could use once per maneuver phase, since it’s so specific. |
