He still seems kinda weak for the cost. Compare to Champion Orc. He’s balanced, I suppose, but I’m still not sure if I like him.

I raised his strength to 14. Any better, or should I drop his strength to 11 or so and scrap the remove a threat requirement?

I think that, with the hunter 2, 12 strength might be better. Not bad either way, though.

Whoa! NOW that Saruman is shweet!

It probably ought to be, "Exert Saruman twice to make the free peoples player reveal their hand. Discard each free peoples event revealed."

That’s how most other cards like that are worded, I think.

Hmmm. Think Personally, I think some type of hand-revealing ability is very appropriate. Perhaps do this:

When you play Saruman, if you can spot Sauron or 3 Sauron minions, you may add 2 burdens.

I dunno. Maybe that’s too weak. But it’s more interesting to ME, at least. *shrug*

Ouch ouch ouch! That maneuver ability is just plain nasty, and a bit too good IMHO. Maybe give the Freeps player a way to opt out, like exerting 3 companions.
